Retired Colonel to Plead Guilty in Pay-Pad Case

A former top Air National Guard officer at the 171st Air Refueling Wing in Pittsburgh is set to plead guilty next week in connection with a conspiracy to steal hundreds of thousands of dollars from the military by padding his pay.

Retired Col. Gerard Mangis of Shaler indicated in court filings Monday that he will enter the plea next Tuesday before U.S. District Judge Gustave Diamond.
