The original version of President Obama’s FY 2016 budget proposal included several changes to the military’s TRICARE healthcare system, which fueled uncertainty and worry in America’s career service member families. Although these proposals did not make it into the final 2016 National Defense Authorization Act, they have already resurfaced as part of congressional and White House plans to overhaul the system.
